There are a number of these restaurants in Kyoto. They are not a place to get the high class kind of Italian food, but they are still a favorite among Gaijin living here. The portions are large and food is good. I especially recommend their signature pasta: Tomato-Garlic Spaghetti. The Rice-Ball Croquettes are good too. Pizzas are so-so. One nice touch is a free drink (espresso, coffee, or tea) after your meal.
