I believe that it runs under name Kyotokko nowadays.
Watch out for the opening hours if you take night bus from Tokyo.
The reception area needs some renovation, as well as the whole building, the toilets and showers (at the reception area on the gorund floor) are extremely small and quite dirty as well.
Once you get by the narrow outside staircase to the dorm, you see a big pile of dirty shoes and tens of bunks. In the middle of this chaos, a noisy toilet and an elevator..anybody can get in.
I stayed here because spring holiday season is really busy in Japan but luckily found a better option for next days.
A plus is bicycle rental, however u have to return it before staff, who not always speak english, leave the desk.More
