This place is actually out of the way for any tourists unless you are venturing up to the Rokko Mountain Cable Car Station. It'd take you about 10 to 15 minutes to walk down to this cafe from the Rokko Cable Car station. BUS 26 stops almost in front of this place and BUS 36 has a stop about 5 to 7 minutes downhill from here. BUS 36 comes more often so it is better to take that one instead of waiting for the next #26 bus.
The tea room is small and just the first floor of a house. They have just a few tables inside and 3 tables outside on a terrace. One great point is that NO CHILDREN under 13 years old are allowed to enter so it is generally a quiet place to relax. I'm guessin that they have that rule because the furniture and decorations are so nice and they are worried that children will break things.
They have a really extensive tea selection and their desserts are very good. The chocolate cake is awesome and not at all dry which I find in many places in Japan. Their chocolate souflette is their specialty and made to order so it takes about 20 minutes or so to prepare. You will have a long wait if you order that.
I think they have a 1-drink rule here and every customer must order at least one drink. You can't order a piece of cake and then say that you are fine with only water. It's not a cheap place but also not too expensive either. I'd post pictures but there is a strict, "no photos" policy for some strange reason so I cannot take any pics when I am there.
If you are in the area and looking for a nice cup/ pot of tea with sweets then this is the best place on the hill above JR Rokko Michi and Hankyu Rokko Stations.
