Just a note - we took the ropeway (cable car) roundtrip at night and did not hike any of it or visit any of the gardens at the midway point.It is a little north of the main area of Kobe but offers great views of the city. There is a nice waterfall and the little cars are private too. At the top there is a kitschy German village with beer, sausages and pretzels and a boring scent museum.

“Lovely garden set into a hillside.”

The herb/flower garden is a great destination if you enjoy a nice stroll with amazing hillside views. Try to go when flowers are blooming, otherwise there is not much color happening here. A cable car (called rope-way in Kobe) will take you all the way up the hill, you then walk down to the mid station and take the cable car back down. The hard part is trekking up the streets of Kobe to the cable car station, but you can avoid that if you take the metro to this place.

“Great view”

Didn't expect too much but was pleasantly surprised with both the ride and the view from the top. When we were there, it was German celebration so they had created a small beer garden with German beers and sausages. It was a little strange, but somehow worked. There is also a pleasant rose garden, and the main draw of herbs and a small display of perfume history.

“So relaxing and interesting gardens”

The ropeway (gondola ride) up gave a great view over the city. Check out the waterfall and reservoir on the way up. Get off at the second station and have a coffee at the cafe, visit the souvenir and product shop, buy some plants and then meander back down the hill to the first station. Then take the ropeway back to the bottom.

The gardens were stunning. We spent about 3 hours there, as we loved trying to identify all the plants. The displays were nicely laid out. It was an easy walk. The smells from the various plants and all the different colours was intoxicating. Thousands of varieties from all around the world. Glass houses held more delicate displays, spice collection and a great cafe. Could soak your feet for a really small fee in the herb scented mineral water just outside the last glass house. Cost really covered the use of a clean scented towel to dry your feet afterwards. Just sit and take in the scenery, smell the gorgeous flowers and relax for a while.

We really enjoyed the visit. It was the highlight of our time in Kobe.

“Quite a Garden -”

The herb garden's location is pretty impressive - at the top of the mountain. Trip up (and down), as noted by others, can be done on foot or by taking the rope gondola route. It is not an insignificant hike. The roundtrip on the gondola ran about 1400 Yen (~$15-16), a price we paid facing 94 degree heat and high humidity. Nice thing about this option is that there is a stop mid-way up the mountain that allows walking access to both the whole garden, but also to a historic dam and a scenic waterfall. Additionally, you can ride up and down from the midpoint to the top as often as you like during the day, with your ticket. So, we rode up, walked the gardens down to the midpoint and took the gondola back up to have a drink and explore a couple of the buildings.
