We were on a cruise and had an afternoon to spare in Kobe. Travelled from the port via a good tram system into the centre of Kobe. A business man on the tram got into conversation with us and explained on how to get to the Herb Garden via a bus that goes from across from the shopping mall the tram terminates at. He came and made sure we got the correct bus, you pay when you get off via a machine near the doors (so change is required). 3 stops up the road we got off and from there was the point we saw the chair lift upto the gardens, although if you are fit and able you can walk up. We passed a dam and waterfall on the way up.
Views are really good, it was a nice spring like day but a little chilly. Unfortunately there wasn't much flora out at this time but it did not take away the tranquility of the gardens and I am sure it changes once all the flora is out. It is on a hill so if you have knee problems a walking stick would be handy. There is a couple of restaurants and shops on the site. There is also a glasshouse with some oriental plants and a couple of water features.
