I stayed at the Deima Hotel for a weekend as part of a conference group visiting Kaliningrad.
Firstly, location wise- the Hotel seemed to be a fair distance from the city centre, and from the airport. A taxi from the city centre to the hotel cost us about 300 Rubles after a night out, and you should be able to get a taxi from the airport to the hotel for around 500-700 Rubles (we were taken there by coach). It is located in a suburban area, and surrounded by tower blocks of apartments, meaning it is very quiet at night but also quite far away from anything interesting.
Secondly, the room itself. Do not expect to get a room that lives up to any western standards at this hotel. It is a typical soviet hotel and thus very basic. The bathroom furnishing is to a very bare minimum with pipes sticking out and not much in the way of home comforts. Towels are provided, and so is a sachet of shampoo/conditioner. Basically, it will do the job but do not expect it to look nice or function well.
Our room had two seperate single beds, and a seperate living room area. The beds were average, but the pillows were really bad and I ended up sleeping without the one provided as it seemed to be filled with air. There is no airconditioning and the TV is a very small, old set. We didn't bother trying to use it. A positive would be the fact that the room combined with the living room was very big, and there was also a fridge for chilling our drinks when we wanted them.
Breakfast was a very basic affair- some cheese, meats and a small tray with squares of omlette and cut up sausages. Nothing memorable.
I don't think this hotel would be a great fit for a western tourist, but if you have a good command of the Russian language the staff here seemed to be quite efficient and were able to answer all of my questions/queries including registering me as a foreigner without issue.
The hotel also provides free wifi for guests, although this didn't work on the first day that I arrived and cut in sometime on the second morning.
If you are simply looking for a hostel style room in which to grab some sleep, and are not concerned with the form of the hotel then you can't really go wrong here- the rooms are very cheap and you'll have a bed for the night.
