The Skipper forms part of the "Fish Village" urban revival complex, a bit Disneyland but an improvement on the Soviet era concrete. It is on the edge of the city's central area in a part of Kaliningrad that was totally demolished following WW2. Rooms are very comfortable, nice views over the river and Kant Island. Staff on the desk are very friendly and helpful, people in the adjacent tourist information office less so. The attached restaurant is expensive in relative terms and poor value for money, other eating options in the vicinity are limited. Kaliningrad is a historical curiosity and provides an interesting taste of Russia, the Skipper makes an excellent base.
