We are just back from several weeks in Russia and were very happy with our stay at the Savoy, although I agree that it requires accepting how expensive Moscow hotels are in general. The first room they showed us was on the small size but they immediately moved us to a larger room (#204) with extremely high ceilings. There really are no views from any of the rooms because of the hotel's location, so being on the second floor wasn't a problem and the windows were definitely designed to keep out the noise. The staff was very gracious although the English-speaking skills of the front desk clerks were lacking. Because the hotel is so small (67 rooms) they don't have a dedicated concierge, which is a bit inconvenient, but you can ask the ladies who work in the business center to book dinner and theater tickets and their English is quite good. The breakfast, included in our rate, was quite good although not up to the level of the Kempinski in St. Petersburg.
As with many Russian hotels, the exchange rate the hotel uses to calculate your final bill is important to take into account. Because they quote in dollars but ultimately must charge your credit card in rubles, the hotel's rate of 32 rubles (vs. 26 rubles offical exchange rate) works against you and ends up adding almost 20% to the bill. It's kind of sneaky but it seems to be common practice.
Finally a few Moscow recommendations: We attended a concert in the Great Hall at the Moscow Conservatory and it was one of the highlights of our trip. If you like flea markets and are looking for that perfect Soviet collectible, I recommend the Izmaylovo Market on a Saturday morning. Just be careful if you purchase anything more than 50 years old as it can be hard to get through customs.
