I stayed at this hotel for 3 nights. Great service, great room, great everything.
The price was very competitive and it included breakfast.
If you like to feel the city this is a very good location. Beware that it's located on one of the main streets so it can be quite noisy.

Room tip: the higher the better, ask for corner room

Stayed approximately 3 weeks in April of 2019. Stayed on the 8th floor business class room with comp breakfast. Used the pool, fitness facility, lounge and restaurant. Very friendly and efficient staff. Clean rooms and property. Elevators are fast. Only complaint was that my wife was charged 200 pesos for breaking a drinking glass and that the rooms need better soundproofing from outside noise. Woke up several times due to ambulance, fire and police vehicles.

I like this hotel a lot , nice big deluxe rooms with a bath , good area on the top floor with the pool ,good view and food there. We used to stay at the Marriott , but that was taken over by another Hotel group so we found this little gem , not always easy to book, as it does get tour groups , but worth it. Nice breakfast too, tried many hotel s in Cebu and found this is our choice from now on , friendly helpful staff, not bad location , easy to get a taxi , no compliant s, and will always use this hotel when in Cebu, if i can get a room that is . You can smoke on the top floor where the pool is and i like that too.

I spent two nights in this hotel. The first night was great. In the second night, I found roaches on the floor. The hotel should be doing a better job exterminating roaches. I would have given it a 4 had I not seen the roaches.

Room tip: Good Value

Cebu is a horrible city, dirty, noisy, smelly and crowded, completely lacking in any charm, but the Best Western is an oasis in Gomorrah (to mix metaphors), calm, friendly and comfortable. It may not be as close to the airport or docks as other hotels, or have shuttle buses (apart from the courtesy people carrier to SM City shopping mall) but the staff more than make up for these shortfalls with their warmth and diligence. The breakfast choice is large (from toast, cakes, cereals - no muesli but never mind - and fruit to omelettes, fish, bacon, curries and noodle dishes!) and the same room is used as a restaurant/bar in the evenings, serving a wide variety of international cuisine with a range of drinks, including some great cocktails. The roof of the hotel has a second bar, a swimming pool and superb views of the city (New York it ain’t!) but has the disadvantage of being rather noisy due to the endless heavy traffic below, and muzak which is unnecessarily loud. Although I have said no to there being automatic doors to the lobby, there is always a doorman/ woman to open it for you.

Room tip: Room on 8th floor was spacious with good views, room on 5th floor smaller, claustrophobic with no view from the tiny window.
