What can you get these days for $23 (995 pesos)? Well, in Davao you can get a huge, basic room, with air con, comfy double bed, en suite, cable TV, and some very nice staff. I ended up staying 10 days, and tried many rooms. Most rooms have a window with natural light, which is nice.
1 didn't have a clear TV picture on all channels, and 1 rooms' phone didn't work: those were the only downsides.
The restaurant serves great food at proper local prices (100pesos or less for many meals) and they will be happy to deliver to your room, and charge to your room.
