Just as the other posters will tell you, the views from the top of the dam are astounding.
The air is the freshest you'll breath anywhere this side of Kazakhstan.

Bring comfortable shoes as there are 849 steps to climb. Halfway up there is a small picnic area with a vendor selling food. Normally in the states you would get charged outrageous mark-ups for food in a tourist attraction like this but everything is very affordable including the Shashlik if they are cooking (Usually on weekends or busy days when there are many people)

You can also take the easy way and hitch a car ride up for a couple dollars. If the area isn't busy you can ignore the multiple offers at the bottom of the hill. Start walking to the base of the dam and you'll get better offers from drivers on their way back down (Or from those desperate enough to chase you up the hill and keep asking)

The ice skating wring was closed and you couldn't get in. quite a disappointment. I suggest to use the gondola and travel to chimbulak

This place is great, I got a taxi from the hotel with my interpreter which was very cheap by UK standards (about £3.75) he dropped us off at the skating rink which was closed but was to be the start of our walk, the rink is the highest in the world, my gps put it at 1850 meters above sea level.
We then walked up the hill to the steps, oh the steps! these take you very steeply up another couple of hundred meters, I'm quite fit but I was puffing like mad due to living my life at sea level, the steps are decieving as you see the top and don't realise that there are a number of flights all going up.
At the top you can see the catchment basin for the mountain flood waters which are then controlled on their decent by valves, this was empty when we visited, we then got a taxi (of sorts) to the Shymbulak ski resort, this was very busy with people eating in the cafe, great views of the snow on the top.

From here you can get a cable car going up to the top of the mountain or one going back down to the area past the ice rink, we opted for the later and spent a 20 minute ride back down.

At the bottom we went for a stroll across the river into the words, here we found a family living in a proper Yurt who were working on bring the timber down from the mountains, this was the real thing not something faked up for the tourist.

We then got a taxi back down, this was 2000 Tenge (£8.80)

The skating rink was closed during our visit but we managed to get a brief view on it and the surroundings. The ride uphill is impressive and when you continue up from Medeu, there is an observation platform on the top of the dam - the views are great.

Famous "speed ice" in Soviet Union time, this facility suffered bad treatment during "perestroyka". Now it is somewhat renovated, allowing visitors to enjoy skating.
