This is an tall A-shaped building a few minutes walk from Aomori Station, facing the seafront. We weren't quite sure what to expect, but a lot of the building is taken up with meeting and seminar rooms, so more for
locals than tourists. The main reason for tourists to go would be to purchase souvenirs. If you want one-stop shopping for Aomori produce and crafts, this is the place to do it. The other main reason would be if the weather was bad--which is why we ended up there on our last morning.
We had lunch at one of the restaurants--the more family-type one. There would have been good views on a sunny day, but the weather didn't offer good visibility. The food was good but the service was very slow, so maybe not a good choice if you are in a hurry. The kids enjoyed getting some snack type foods downstairs--fried noodles and the like. You can apparently pay to go up to the observation deck on the 13th floor, but we skipped this.
One thing I would definitely recommend is the panorama show--maybe the 2nd floor. It is basically a 360 photo, lights and sound display in a theatre, but it captures the beauty and culture of the Aomori area very well. Surprisingly enjoyable. A small fee for adults, half price or less for kids and students, and you get a free drink at the end, too.
If you happen to be there on a fine day, a walk along the park area by the seafront would be pleasant, but we didn't do this due to the weather.
