On our first night in Naha, we found this nice little restaurant not far from the main shopping /souvenir road (but seems really authentic) and a monorail station. Don't be afraid of going in as a non-japanese. From the outside, everything is in Japanese and we just saw pictures of the different meals. After entering the restaurant we were kindly brought to a nice table with Japanese style. There are also places to sit at a bar. They have English menue and were very kind + explained how to eat the food.
They sell sets of fresh made Soba with soups, tempura, etc. Tea for free.
Prices are fine, one big portion of soba+sauce +tempura for 950 yen, for example.
Only slightly annoying thing was that the air conditioning was bit cold. All in all top choice and we would go there again!
