It is not a very tall building, even by Japanese standards (it is the tower on top which makes the difference). The building itself with external lighting is beautiful and the views of this large city are good. Prices are not expensive and you can collect stamps (good to keep children intetested). There is a cafe near the top level if you want to dine at altitude. We came on the #306 bus from Hakata station (230 yen). These are frequent and make the 10km journey in about 30 minutes. These are a sightseeing feature in themselves.
Best time to visit is around sunset. You can see 360 views of Taiwan, but nothing else aside from that.

As one of the tallest buildings in Japan (there is actually a chart showing all the tallest buildings in Japan on the top floor, and I believe Fukuoka Tower was in third place), it is only expected that the view from the top is something outside the ordinary, but the beauty of Fukuoka lies not only in the city itself, but by its surroundings. From the vast ocean to the west, to the mountain ranges in all directions, there is something to see wherever one turns, and the tower offers a full 360 degree view.
Now, there are some activities at the top, mostly directed at couples (like various photography spots, locks for purchase which can be attached to a "wall of love", similar to that famous bridge in Paris) and families (various simpler games for small children, a treasure hunt, things like that), but even without those the view itself is well worth the visit. There is a restaurant as well on the middle floor, but it was full during my visit so I didn't have the opportunity to sample the food.
All in all, the trip to the top isn't that expensive (especially with a 20% discount for foreign visitors), and the tower is located near the Momochi seaside park (a public beach) and the baseball stadium, so for people wanting to visit those the quick detour to the top of the tower is definitely a good call.
