Don't let the wild color scheme deter you--hot pink walls and bright orange curtains are a bit shocking, but this place is a budget-travel steal. For just 30TL a person you get a clean room, a clean, private bathroom, nice and hospitable staff, friendly travelers, and a central location. There's also good wifi, an air conditioning unit (which we didn't use because it wasn't warm enough for that yet), TV (also didn't use--Diyarbakir is a great city, don't waste your time watching television!), and again, great service. I can't stress that last one enough--especially as a woman traveling alone or with another woman, feeling comfortable where you stay is very important.
The regular staff doesn't speak English (though they are very friendly and Tuncay does what he can to help), so they call their friend Omer who can translate, give you any information you need and acts as a tour guide for those who want it. We didn't hire him as a guide but we speak enough Turkish to get around. Still, Omer and the rest are very helpful and friendly.
I can't wait to visit Diyarbakir again and I'll definitely stay at Surkent when I come back.
