The Fullon isn't the biggest resort complex in the world, but that's probably a good thing. We stayed here between Christmas and New Year (out of season for Kenting, but still warm and sunny every day). There weren't many guests around, but the staff were still very friendly and motivated to help, and had a good standard of spoken English.
We took a room on the second floor, with a view of the ocean; the room was a fair size, with a balcony and a bathroom that looked to have been recently renovated. The glass box design may suit you, or may not; personally I'm not sure of the benefit of my partner being bale to watch me sitting on the lavatory, but that's just me. Otherwise, the room was pleasant, with a good bed and plenty of space.
The hotel has quite a few facilities; a bowling alley (not sure why that would make a difference to most people, but it's there), free internet, two swimming pools, extensive breakfast. It is a little bit away from the world - at least ten minutes walk from any other buildings, but in the summer I expect things would be a lot more awake.
Getting there and away is probably easiest if you arrange for a shuttle bus from the hotel (400 NTD, very reasonable) - they can get to Kaohsiung within two and a half hours, and drop you right at the high-speed rail station. We used our own initiative to get down there, and had a bus drop us off in central Hengchun, which is actually at least 20 minutes drive from the Fullon, and it's unlikely that you'll encounter a taxi driver there that would be able to read the address of the hotel in English, so make sure you either have it written down, have good Mandarin, or just get the hotel to come pick you up.
