The answer is when it is a hostel. That was my dilemma before we got there. This hostel has a split personality. It tries to be a hotel and a hostel. The real Aviv Hotel is a stones throw away to the east and looks more upmarket. However this proved to be really good value and our double room was very comfortable and made a good base for exploring the Sea of Galilee. We arrived on shabat, the Jewish Sabbath which makes life a little difficult if you want a bus. We travelled by taxi to Capernaum, which was 80 shekels from the hotel but 100 shekels on the way back. The staff here were very helpful and on the day we were leaving, we were able to leave our bags and pick them up later. As per previous reviews, the breakfast in the adjacent hotel was excellent. But beware the café restaurant opposite the entrance, no prices on show and they seek to maximise their takings from tourists. I would advise you to query the price of the food before you sit down. All in all though we were very happy with our adventure in Tiberias and the Aviv Hotel/ hostel was fine.
