There seem to be a lot of low-quality dive shops on the Galapagos that will take you out for a low price but offer terrible service. Eagleray Tours seemed to be good at first. When we came into the shop the owner, Alvaro, was charming and engaging. But after we paid our money the level of charm, attention and caring dropped precipitously.
Their equipment was okay, but the effort put into providing you with a good diving experience was lacking. Our dive masters would be inattentive in the water, frequently floating off in pursuit of their own photos or videos. The visibility was poor and combined with the dive master's inattentiveness would lead to group members often getting separated.
On one dive we did at Gordon Rocks, an advanced dive site that can go down to 30 metres and where you're supposed to have your advanced open water and at least 15 dives worth of experience, we had a new diver come with us who had been referred over from a different company. The company had apparently told Eagleray that this diver was capable, but then on the boat we found out he'd only ever done six dives and that had been six years ago. He had trouble controlling his buoyancy on his check dive. He was not qualified and should not have been allowed to do the dive, but the instructors let him go anyway. Predictably he had a lot of trouble on the dive, trouble again with his buoyancy, and ended up floating quickly to the surface without doing a safety stop. Afterwards he had a headache and was feeling terrible and didn't attempt a second dive. He should not have been allowed to go. This is just one example of the company's irresponsibility.
If you're a really experienced diver, have your own gear and can look out for yourself, then this company can offer you a cheaper way to the dive sites around Isla Santa Cruz, but otherwise stay away. It's better to pay a bit more for a better quality dive shop.
