I have been in Xiamen for about 15 years and for Italian food I always go to "Portofino" restaurant in the Millenium hotel. Call it an addiction as my (Chinese) wife and I have been eating there 3 to 4 evenings of the week for the last 3 years or so. Chef Pippo hails from Sicily and he is always kind and informative when talking about the food on the menu. You can even prod him to make you a non-menu dish. He is also a die-hard runner and follows race cycling in Europe very closely. Over the years the decor of the restaurant as well as the location within the hotel have changed several times but the atmosphere and the waitresses are always very warm and friendly. Try the Don Gesualdo sauce which Pippo named after his late father...it is quite nice. I do not drink so I cannot comment on the wine selection but I would think it to match the excellent experience I always have there. Oh, and the tartuffo will top it all off.
