We stayed at this hostal for four nights (before and after a trip to Toro Toro). Luckily our room was facing south, which means that we got sun during the whole day. Because of that our room was naturally heated and enjoyable. We were in the second floor, so that the noise of the street was not an issue. The shower worked (poor pressure - probably also because it was the second floor) with warm water.
The breakfast was a real disappointment: the location has a roof but it is open on one side. What might not be a problem in summer is definitely a discomfort in winter.
Finally, the staff was very average. While some made an effort (e.g., we asked for a multiple plug and got one ;-)) to comply with out wishes, others were reluctant to do so (e.g., towels got removed (not replaced!) during room cleaning or we always needed to ask for toilet paper even though the room service went to our room).
Conclusively, while it's not a bad place to stay I would assume there are better one's in Cochabamba.
