We're frequently in Annapolis, usually for shows at the Rams Head Tavern (a great live music venue), so we've stayed in most of the Annapolis hotels over the years.
Our first choice is usually the Westin Annapolis - I reviewed it in the spring of 2012, and subsequent visits have not required a change to my favorable review.
Our last visit to the Loews in spring of 2013 was unsatisfactory and a little disturbing: Both nights of our stay we were interrupted late at night by a knock at our door from a woman looking to "party" (I can only presume she was "working"). The front desk seemed singularly unconcerned when I told them there may be a hooker working the floor we were on.
We again stayed at the Loews at the end of February, 2014, only because I couldn't get a room at the Westin.
I'm actually glad we gave the Loews a second chance; it is now for us a viable alternative to the Westin, and clearly superior to the O'Callaghan. Firstly, we encountered a far more engaged and eager-to-please front desk staff - all were pleasant, efficient, and helpful. Contrast that with the "could care less" attitude of our last visit.
We were in one of the refreshed rooms, overlooking the interior courtyard (all of the rooms are now redone), and liked the clean lines and soothing colors. Comfortable king bed, robes, plenty of large cotton towels, nice bath amenities, and an in-room Kuerig made for a nice two-night stay.
Our 2nd floor room was a liability the second night - a black-tie fundraiser in the meeting space immediately below us was pretty loud, and featured a DJ trying to appeal to a bunch of old rich folks with apparent age-related hearing loss.
The Loews Annapolis includes a nice little bar (with an acoustic guitar duo our second night), and a pretty good on-site restaurant called West (reviewed separately).
Has Loews displaced the Westin as our favorite Annapolis hotel? No, but its a closer contest that it was a year ago.
