For twenty-plus years, I’ve lived in California, but visited my mother often in Annapolis. This is among the very best restaurant experiences I’ve had here.
Three of us had a fairly wide range of food, all of which was four out of five stars (by my reduced scale for Maryland - we are not in France here, or Italy, or even California). Starter salads were very good. Veal, lobster ravioli, and chicken with pancetta were all declared very tasty, despite too much pepper. The food is equivalent to the best restaurants along Severn Avenue.
We found the ambience perfect for talking, despite other reviews here to the contrary. Lighting was just right for being able to see what you're doing (Charthouse is too dark) and not too bright.
Service was average for Annapolis. It was slow to start (but so what?), pretty good after that, although a second glass of wine took far too long to arrive (and was comp'ed by the restaurant, without my saying anything).
This is an easy place to recommend if you want a pleasant, even romantic evening, in an area I more generally associate with pubs (which I also enjoy).
