With the strip bar in the ground floor, the hookers at reception, the grumpy check in, and floor guard on each floor, it really is back to the USSR.
But great exterior to the hotel and a great location to be in.

I stayed her twice just because of a VERY central location....Rooms remind Soviet Union: furniture is old, bathroom looks poor, towels smells like a kitchen. And ready? wifi is available only on the first 4 floors!!!!!!! They placed me on 11th floor without wifi, so when I went down to ask about wifi in my room and their possibility to place me on a floor with wifi as I need to work on my computer, receptionist was rude... customer service? Forget! One tip: don't take a cab in front of the hotel, you will pay 5 times more than you should!
Rooms were dirty, housekeeping was terrible, even with do not disturb sign on door in Russian they would walk right in first thing in the morning and want to clean room while still asleep, had to explain to come back later, breakfast was bad, front desk were extremely rude and arrogant, would yell at you in Russian telling you what to do and not being able to understand, hotel rooms are poorly maintained, they treat you like you are a prisoner, old world Russian, and they are doing you a favor for staying at their terrible hotel! We will never be back!
Location is unbeatable. it is right in the center across from the major plaza and undergound shopping mall (globus). The rates are very affordable btu commensurate with the hotel quality that resembles a hotel from the 80s or 90s. Time warp. You will still find hostesses at each floor, who I believe still monitor your movements.
Breakfast is terrible reminiscent of old Russian industrial canteens.
Stayed at Hotel Ukraine for 3 nights and it was not bad at all. The service was ok and the staff at the recption spoke desent english. The room and the bathroom (which looked like it had been refurbished) was clean and the standard was ok, although you can't compare this hotel with Hilton, Hyatt etc. You can use the WiFi in the room for a very small fee (less than $4). The biggest advantage with Hotel Ukraine is the location. It is located right in the center of Kiev.
Dont expect too much. This is a hotel from the sovjet era. And it has not been renovated since.
But the location is great with just some steps down to the main square.
Breakfast has now, 2012, been upgraded to buffé style.
