“An easy way to see the building, and some interesting art”

This is in part of the Palace of Parliament (Palatul Poporului), and a way to get an idea of the scale of the building without having to put up with a guided tour. The entrance is from Calea 13 Septembrie. The art displays are temporary and so may or may not be of interest, but the entrance fee is very little, so it is wiorth taking the chance. When I was there in May 2012 the exhibitions were mixed but had enough of interest for me to pass an hour or two. It's not a patch on Tate Modern or MoMA, but for those you need to go to London and New York!
The cafe on the fourth floor has a terrace to sit on and the view gives an idea of the size of the building; the rather large gallery is in a small corner of the vast edifice.

“Authentic experience for the building & the coffeshop view (also contemporay art, but not particularly)”

Located on the big "House of Parliament" the visit to the museum will offer a nice experience, not so much for the galleries (they don't have a permanent collection... only temporary exhibitions). The journey could be a nice local adventure that will allow you to take nice pictures and have a nice time in a very authentic place.

You will be "airport scanned" at the entrance and you are not allowed to enter with the car on the premise (as is an official building will will need a special license for that lol)

“Difficult to get to and limited in scope...”

Difficult to get to and limited in scope compared to similar galleries in other European capitals; probably for serious lovers of contemporary art only. As it is located in the Palace of Parliment the rooftop bar provides a relaxed place away from the traffic with commanding view, albeit of some scrub land and housing blocks.
