I eat at Lazy several times a year since I live 5 minutes' walk away and it's been one of my favourites since it opened. It's run by a "TV chef" who knows his stuff and who can source good quality ingredients (getting the "right" cuts of meat isn't easy here in Sofia, believe me!)
I've never had a bad, or even an "average", meal at Lazy - the food has always been excellent.
Now the down-side (not a big one though) - the wine-list is also excellent, with some very well-chosen bottles on it. However, the prices of the wines are pretty hefty by local standards; imported wine is pretty much always expensive here, even in the supermarkets. I'd have liked to see a good selection of local wine, of which there are many excellent examples, feature on the list - I believe this is a good opportunity missed at Lazy. The beers are more reasonably priced, although the range isn't at all extensive.
That apart, it's definitely one of the stars among Sofian restaurants.
Note: if you're coming by taxi, be sure to specify you want the "Simeonovo ski-lift" and "near Ikea" - the drivers here can be a bit hit-or-miss in their knowledge of what's where (and sometimes like to try the "scenic route" to top up the bill!)
