Terrible - Horrible.
It's a corner that looks like the standard Montevidean Cafe (like La Pasiva), so, if you want a plate of pasta, a slice of pizza or a Chivito (meat sandwich with the usual stuff), it shouldn't be big deal to have it there for a good price.
As it went... Pasta: percolated from some big container straight to the microwave, not even stirring it a bit to warm it up somehow evenly. Chivito: The only place where they managed to make a thin slice of meat hard as wood. Service: As enthusiastic as someone about to get a root canal.
Do yourself a favor and keep walking some 100 meters towards Ciudad Vieja, and in the next opposite corner you get El Hispano, same style of cafe, but outstanding, what really these cafes are. But do not stop at El Candil. Not even the pretension of delivering a nice enough service.
