Cesar and Cecilia together invented the Hatunpa formula: a basis of marvelously varied Andean potatoes, boiled and sliced, on which you put a "filling" that is really more like a large condiment: tasty "seco" of chicken (a chicken saut'ee seasoned with cilantro); other kinds of meat (including bolognese sauce); vegetarian stew, tuna, etc. There is a great variety. You don't wait long, and they bring you a very amusing place-mat with flags, under each of them is the name of potato in the respective language and you spend the time pleasantly trying to recognize the language or the flag (Cesar helps!). The food is good, the owners charming (they gave us a lot of advice and free Pisco with muna for me), the place is small but pretty, the desserts quite good and the prices unbeatable. We ate there twice out of our three nights in Arequipa (the other one, alas, was at Arthur's). I would not say it is one of the best meals I have had because it is a particular formula, but it is a good, satisfying and varied meal in a charming little place, with intelligent manager and chef (his wife Cecilia) and a good cook (Miguel and also Cecilia)
