You can get to the viewpoint by bus (public or panorama), if you want to climb up use the stairs. For your safety policemen are posted at different points.

If you wanna go there - just go, but take a taxi up and ask a driver to wait. The most amazing view I think is not from the top but somewhere in between. The area on the way there looks unsafe, I agree, so I wouldn't walk there

Great view of the old town of Quito. We got a cab up and a bus down, cabs are not available at the top (so ask yours to wait!)

We almost don't go there as some locals told us that it was dangerous. We kept asking and investigating and it turned out that on the way there are not the neighbourhoods. A friend of us offered to take us there. We didn't feel unsafe at anytime. Once up it is totaly safe. There were families with kids and even with infants.
The best views are from the Virgin Monument. You need about 20 minutes for El Panecillo. It is definitely worth the ride.

Lovely view over the city and the statue is pretty cool too. Bring a pair of binoculars if you have them, we were able to spot our hostel. Take a taxi up to the top (only a few dollars from the Old Town) rather than walking as apparently a lot of muggings occur on the steps. The top is well patrolled by police but as always be watchful of your belongings.
