We stayed two days at Casa Kultour and enjoyed it very much. We did not know much about Valparaiso before going there, so it was a nice surprise to discover that the hostel is located in one of the nicest neighbourhoods in the town.
The house has a very special and charming atmosphere - it's old and colourful with a nice little patio in side. We stayed in the triple room with sea view, a beautiful, but small room, more of a city view than sea view (no problem, since the city is so pittoresque), and no room for putting clothes. We were given 1 big towel and 2 small for 3 persons, a bit too few, I think, which we also commented to the owner, who would follow up on that. Room and bathrooms were clean, in general the whole house was very well-kept.
When we arrived, we got the message that everything was full, even though we had a reservation and had paid a deposit though hostelbookers. The receptionist called the owner who came and solved out the problem by transforming the desk room into a sleeping room, where the guests that were in "our" room (and without reservation) were moved to. That meant that the internet service was not available during our stay, but since there was a cyber cafe just around the corner it did not matter that much.
The breakfast was very good (bread, cheese, ham, jam, tee/coffee, juice) and there were tee and coffee for free during the day. It was possible to cook in the kitchen; we did not do that however.
Tthe German owner is an excellent tourist guide; he seemed to know a lot about Chilean history and culture and about Valparaiso as such and can provide you with tips and recommendations for the city. They also arrange tours around and outside the city. Due to our short stay we did not use that, only the transfer to the airport.
The only noise during night was some dogs barking; besides that it was pretty quiet.
The pros def. outnumber the few cons, so all in all I can recommend Casa Kultour.
