Stayed here for 5 days in April 2010, and I was happy with the place.
The rooms are surprisingly big with a cable for free internet, and BBC / CNN on the television. Breakfast is adequate, and they seem to be pretty flexible about time; I wandered down about 10.30 one morning, and it wasn't a problem to eat then. Varying levels of English at reception, but they're helpful. As for the location, it's right beside a subway station, but expect to take 20/25 minutes (including 1 transfer) to get to where most of the attractions are.
THE BUS! One of the reasons I picked this hotel was the advertised easy access to and from the airport. This is true, but be careful..... According to the website, the 6006 bus stops right outside, but that isn't the case any more. I believe the bus company changed the route in 2009. The 6006 stops about 15 minutes walk away at COEX, so the best bet is the 6010 bus. It stops at the Hotel Rivera, which is maybe 250 metres away to the right of the Tiffany. On the way back to Incheon Airport, you can get the 6010 from a street up to the left, about 5 minutes walk from the Tiffany.
A small tip... if you're coming back to the hotel from north of the river, get off at Seongnae. It'll take about an hour or so, but it's a really nice walk from there back to the hotel along the river, and past the Olympic Stadium. I did this one night as the sun was setting, and it'll probably end up being my best memory of Seoul.
