Airport duty free shopping in a downtown location. Two dedicated floors within a regular department store. In order to make a purchase, you need to show your foreign passport and boarding pass when you pay. You receive a receipt and your purchased items will then be handed out to you at a pick-up counter at Incheon airport on the day of departure as indicated on your boarding pass. Everything comes in sealed bags, and there seems to be no problem taking them on board irrespective of the usual liquid allowances - at least on flights out of Incheon; you might still need to check them at overseas airports when connecting.
What you get is a wide selection comprising mostly of the usual duty free fare: fragrances, beauty products, liquors - all at heavily discounted rates. You can shop at your leisure without having to worry about your flight as you would at the airport, and without having tons of bags to carry back to your hotel (and then trying to stuff it all in your luggage).
This is clearly catered to the Japanese customer, though any foreign passport holder is eligible. Staff seem to be fairly fluent in Japanese, but expect no more than broken English to be spoken. Not much of a problem, though - just be sure to have your passport and boarding pass ready.
Major credit cards are accepted. Not sure about cash, though I Korean Won should work.
Be prepared for serious crowds.
