We were lazy and took the cablecar. Which was great and cheap! Two lari for one way. The views are very nice and worth it.

It's a steep walk up to the top, but worth it. We saw it at night, and the rest of Tbilisi was flood-lit until dawn. The funicular (seasonal) goes here.

This is the best place to make exciting photos on the background of Metekhi, Sameba cathedral, President Palace etc. There is the great restaurant close to the entrance of Narikala - Narikala Hills.
The place is located on comparably high point, so, be careful as you can get tired.

It's not so easy to climb it so I really recommend to do it outside 12-16 hours when it's too hot in summer. But you will be rewarded for tough climbing with magnificent view on the city!

We went up Natikala fortress by taxi wince the air trolley service was under construction at time. We didn't realize it was just 15 minutes' walk away. So on our way back we walked down. The fortress itself isn't much preserved except for the outer walls. There is a church in the middle, but I think it's relevantly new. Narikala is worth visiting because it offers a magnificent view of Tbilisi. We do recommend it, if you're out of city scape views.
