It is on the Eastern side of the river but it is 5=10 minutes walk away from the old city centre, where there are many bars and restaurants. However, one needs to climb a steep hill to reach this hotel. The Penthouse Hotel has no frills but the basic facilities. The receptionist was helpful and the decent size room was clean. The exterior rooms have a better view and receiving light. Bed and beddings by the European standarts are sub=standard. The continental breakfast was also quite basic. I do not consider this hotel as representing good value, however, considering the hotel scene in Tblisi, this is an hotel that many people would find no problem staying there and deem this hotel as good value for money.

Room Tip: Rooms facing the river side are better than rooms facing the street.

The location is great and is very close to all the attractions.
the room 110 given to us was fairly big sized.
excellent views from the restaurant and bar
cons:
1)the room faced the street which was extremely noisy,people would start gathering on the opposite bench down at 7 pm and morning by 8 am so sleep was disturbed.
2)the room esp the bathroom had a weird smell and we had to open windows every time we came in from outside.
3)the bathroom exhaust and basin tap are extremely noisy.
4)no one to help you get your luggage in when we checked in.
5) the walls are flimsy and we were awake from 12-3 am for the couple next door was fighting and banging doors.
Overall it was good value for 80 dollars a night though i do feel with a bit more effort it can be a great hotel

Hotel Penthouse met our expectations.The location was great.5 min walk to old city center where you can find all kinds of cafes and restaurants, cable car to take a trip up the hill to Narikala fortress and the sulfur baths.The view from hotel is amazing.The staff were young and energetic and helpful.Don't be reluctant to ask them for help.

Room Tip: rooms on 4th floor near the breakfast area have good views

The hotel is situated on the eastern side of the Mtkvari but still close to the center. And what is important the Avlabari metro station is situated only five minutes away from the hotel. The twin room was tidy and functional, except two of the three table lamps that did not function. The special thing of the hotel is the beautiful view over the Tbilisi city center which can be seen from the breakfast room.

I've stayed in 3 under 100 $/night hotels in Tbilisi in the last year.
This hotel has a good central location and is only a quick walk from many bars and restaurants as well as the subway station.

the good:
staff is friendly and helpful
rooms are clean
towels and soaps are changed daily
WIFI functioned well in my room


the bad
the foul sewer smell in the batroom was bad ( other members in our party had no such problems)
the fan in the bathroom was noisy and insufficient
rooms on the 4th floor were a little too noisy and walls are "thin"
