You don't won't to stay here if there was a place in another guesthouse. There are definetly better places to stay in Yangoon but they are mostly fully booked.
The rooms in White House are day prices. One day you pay $ 25,= the next day $ 30,= for the same terrible room. The owner can be verry rude if you are a little too criticall. He know he has no competition.
We all know that hotels are over-priced in Yangon but this place barely delivers any value.

Pro
The location is central
Big breakfast but not the best in the world as they say by them self.

Contra
Eight stories and no elevator/lift, which is brutal in the heat
The rooms are tiny and dirty
Front door is locked at 11PM
WiFi is turned off at 12, midnight
No air con anywhere
The public area is under a metal roof and gets incredibly hot by 10AM
Really bad exchange rate at front desk
One single combined toilet/shower for 15 people on the 7th and 8th floors.

There are lots of other places that offer the same for less money.

Room Tip: Look for another guesthouse and book a week in advance!!!

The hotel has no lift. Room and toilet cleanliness is average.It is expensive when compared to those in Loas or Cambodia. Free wifi at the reception area. No TV, Their simple buffet B/F offer sufficient choice.Everything You need you have to ask for it. Like soap , tower and toilet roll. The senior at the counter is friendly but not the young plump guy, he is a kind of take it or leave it type of attitude.

We moved to the White House Hotel after an expensive night at the MGM Hotel. $27 for a double bed with fan with a view of Shewagon and a shared bathroom. We would have paid for an AC but they were sold out of those rooms by 8:30am when we walked over. Sleeping with a fan was miserable, but the breakfast was delicious and our pillows didn't wreak of smoke like at the MGM. Wifi was free but spotty. Location was good and made it easy to get buses. 

One thing to note is that the hotel closes the doors by 11pm, which is why we couldn't stay there on our first night. Our international flight landed too late.

We were well prepared for expensive rooms that were well below what you would expect for the price you pay... These rooms were slightly worse than that! Especially for $30!!!

The crazy paving covering the walls, ceiling and floors aside - it is very very basic, very dingy and not a place you want to spend much time inside. On the plus side - location is good, wifi is included (when it works it is slow and doesn't work in rooms) and breakfast is really good!

There is a roof terrace bit it is not great - no air movement and too enclosed to be comfortable in the Myanmar heat...

If you've back packed in India then hotels like this will be familiar to you - bizarre, dated decor, dodgy electrics and plumbing, soggy mattresses etc etc. This is pretty much what you get nowadays for your money in Yangon.

On the plus side its in a good location, full of fellow travellers, they've invested in new AC units in the rooms and tidied them up a bit, the breakfast spread is pretty good and - unless you're completely mad - you're only needing to stay in Yangon for a night anyway, right?

I was desperate as all the hotels I had tried were full. My room, air con with bathroom was next to the laundry and had no ventilation. I woke with a dreadful headache from the mustiness and lack of air. It cost 30 USD, the most I paid anywhere in Myanmar. I stayed one night and would not go back. The breakfast was great if you looked noodles and condensed milk in the coffee/tea.

We stayed here twice. One night when we arrived in Myanmar and one night before we left Myanmar.
This hotel when we visited did not take bookings. we tried by email before we arrived but they replied saying it was not a booking. When we arrived in Yangon we called from the airport and asked if they had any rooms and they said no, when we said we were actually in Yangon and we could come to them now they said that maybe they would have rooms. We risked it and went and he took a key off the wall and we checked in so no problems.
The rooms are minimal and fairly clean, no windows but they both had a fan. The showers are an unusual experience with several pipes and shower heads and different levers, it took a while to work it out.
We were lucky as we were on the second floor, our friends were up on the 8th! its a lot of stairs to climb as breakfast is on the rooftop.
If you are a single traveler or even a couple this is a great place to meet others and as most do a fairly similar trip around Burma you can probably team up for at least a bit of it as it is an expensive country so being able to share costs of taxis and days out i.e. trip on Inle Lake will help. We started as a couple and left Yangon as a group of 5! and we stayed that way for two weeks!
After staying in other hotels around Burma this is probably one of the least appealing but it did the job for sure.
Oh and this place has decent wifi on the ground floor
