We went to Ken-Chan based on the reviews on here and we had a really good meal.
We started with the trout nigiri (locally caught in lake titicaca. They were very good, though the pickled ginger looked radioactive.
Next we each had a ramen. Both were enormous and and delicious. Neither of us could finish them and we left feeling stuffed, but happy. It is not the cheapest place in La Paz, but well worth the price (it is still very reasonable).
The only negative is that you have to wait a little while, but when the food comes out, you soon forget that you waited at all.
