Rafael (actually spelled Raphael) is located in the Dan Hotel. Everything about the restaurant is a delight - the sea view, the attentive but friendly service, the amazing home-baked breads, the wide selection of wines, and especially the delicious food.
The business lunches are reasonably priced and offer a wide variety of excellent food. The Friday lunch includes so many appetizers that it's hard to finish the main course. And by all means, save room for the desserts - the homemade petit fours and the sorbets are divine.
Our favorite spot for nice dining in Tel Aviv.

This restaurant exist already loong time, at the begining they made good food but with years it became not so good. They ride on the sucsess of the past and the location/view.
I would go there only for coffe , desert, drink but not for food. There are much better places for good food in tel aviv.

We went to try the brunch menu available on Fridays. We were sat next to the huge window facing the beach and see. The menu includes several first course choices that you get with unlimited refill option. They include various types of fish, meat and vegetables, all tasty and well prepared. You also receive a basket of freshly baked breads. The main courses were just as good and included a wide choice selection. Service was prompt, efficient and friendly despite the restaurant being full. We also took 2 deserts (not included) which were excellent as well. The total was about 150 shekels per person, which was well worth it.
