This is part of the Garden Tomb tour and it does look like a skull. Once again, it will be up to the individual to determine if this might be the spot. History does not favor it, but the Garden Tomb area is a beautiful place to remember your Christian heritage. The "skull hill" itself is outside the garden and surrounded by a bus terminal among other things. If you keep a spiritual eye towards the hill you will be good, but if you come looking for historical significance you may be disappointed. The best way to appreciate skull hill is to understand what it symbolizes.
