We have stayed in many hotels in Jerusalem, from the 5* King David to the once-charming YMCA. We just returned from two nights at the Harmony, with our 3- 5-year olds, and it's obvious why this is rated number one--and why we wholeheartedly agree. This hotel is in a new, purpose-built building, that is bright, elegant, and yet relaxed. It's just a short (and not hilly!) walk to the Jaffa Gate; in the other direction there are dozens of cafes and shops. The staff are superb: helpful, friendly, and keen to help make the most of our visit. Our kids were greeted by name, were welcome to enjoy snacks at the daily "happy hour" in the Lobby, and quickly assumed that this hotel was MADE for them. At the same time this is a elegant place and the staff do what they can to make everyone comfortable. They also offer free indoor parking and reliable wireless. We won't consider staying anywhere else in Jerusalem.
