This temple is the home of the "City Pillar" of Vientiane (though it will be moved to its own building soon, I believe) which was supposedly placed in the ground on top of a pregnant woman who jumped in the hole to ensure good luck for the city! But there are one or more monks offering blessings under a tarpolin in the grounds, lots of flower sellers around the place, the opportunity to buy and set free caged birds to gain merit, which follow the a fortune telling set up and several aids to curing infertility, all within the grounds. The main temple area is attractive without being "over the top." The best time to visit is early in the morning and if possible on the "Buddha days" which occur every 14 days in accordance with the lunar calendar.

i very much appreciate any Buddhist monument but this was not a 'nice' as the others on the trip, dont get me wrong, its worth seeing its not far from town and you can normally get a tuk tuk ride to all temples

When we arrived, we were sad to see the whole front of the temple grounds were under construction. I snapped a couple of photos but other than that, I couldn't go inside. Kind of sad as it would have completed the Wat run (Si Saket, Ho Pra Keo and this one). Not sure how long its going to last, but check with your hotel first. Walkable from most hotels on the main strip.

Possibly, but I didn't get all that much out of it. Maybe I've been spoilt by other sacred places in neighbouring contries...

Wat Si Muang is an ok way to kill some time in Vientiane, but if you've ever been to Thailand, expect to be underwhelmed. The museum is run down and poorly labelled. I wouldn't recommend it unless you are a Wat or Buddha artifact junkie.
