I booked here for 2 nights, arrived at 9.30am and was told by other guests that check in was around 11am, I couldn't check in until 12pm. After lugging my bags up 4 flights of stairs I had realised I wasn't staying in a hostel and that it was in fact more like a prison. The paint was chipping off the walls., ants everywhere, bathrooms unclean and 22 people were sharing one bathroom. So for 50,000kip/ night I don't think it was great value.
Positive aspects were that breakfast was free with a range of choices and those on reception were very helpful with any queries I had. The layout of the communal area is great for meeting people too.
