I really can't understand the exhortations of visiting this place. Besides the historical significance and the fairly amusing legend this is a rather dull place. The main stupa is poorly maintained with a withering facade and crooked rods sticking out of it. What I could see there wasn't any information whatsoever and the clock was just a bunch of metal bars going round and round on a plain patch of grass. There was also a bunch of cages crammed with birds everywhere which was painful to watch but (sadly) you get used to the poor treatment of animals in this country.
I have to say, I've seen pictures of Wat Phnom when the nature around is blooming and I have to say it looks like a completely different place. If you visit Phnom Penh during the Khmer new year (or Pchum Ben) this is apparently the place to be.
All and all, even though I only payed 1 USD I felt a bit cheated. Good thing the money goes to charity.
