We stayed at The river view hotel over night to break our trip from Siem Reap to HCMC.
the good things about the hotel: clean and looks new with fresh paint, very friendly english speaking staff, with wifi, nice location - infront of tourist center along sisowath quay with a great view of the mekong river. There are tuktuks infront available everytime and there are bars and restaurants nearby. This hotel is very affordable and the area is not so noisy. The room and bathroom were clean and adequate in size. Theres TV with cable, ref, coffee and tea and with a great view of the mekong river from our suite on the top floor
What's not so nice about the hotel is that it's very small and narrow stuck in between buildings that we had a hard time looking for it. It had 2 rooms per floor with a total of 8 rooms only. We got a suite which was not really a suite but a room with a queen bed with an attic room accessible by a spiral ladder. There was no bed in the attic room but a mattress on the floor which was so hard. there were no curtains too so the room was warm and bright. There were 5 people in our group but there was only 1 bathroom in the "suite" so we had to get another room with a restroom and an extra bed. There's no lift! We had to climb a steep, narrow stairway to our room 5 floors up. Although a staff helped us with our bags going up, we had to carry all our bags on our way down since the rooms had no phones to call front desk. They had no restaurant or cafe so no breakfast was served nor can you order food. The building beside the hotel was under construction so the frontage was always littered with construction materials and workers. If ever i would go back to Phnom Penh i might still stay at river view hotel for the affordable price and good location but i will get a room on the lower floors.

We stayed in this hotel after a few nights at california2 next door which was full for our third night. This hotel is brand new and for the price it was very good. If you call direct or go in person it is a few dollars cheaper than booking on agoda.
Our first night here we paid $35 for a large room with a window, wooden floor and it was well worth the money. The second time, we stayed on our way back through Phnom Penh for one night and the larger rooms were booked. We paid $22 for a smaller room and for the price it was still a bargain. But, it did not have windows and was small. So, just know this if u take a smaller room. Not sure if all were this way though. Still everything is new.
The staff was very nice. We did have the wet bathroom floor from the AC as did the other reviewer but once again, we paid only $22. It seemed like every hotel room in cambodia has something if you don't go up market
We also, liked the location.

I was impressed with size of the room, very clean, everything worked, windows cut out almost all street noise wich is a big thing in Phnom Penh, it is just opposite the ferry terminal wich is a good location near the market and bars, staff were very friendly and pleasant. I had a room facing the river, wifi was fast and reliable, would definately stay here again

This guesthouse seemed completely new or refurbished. Close to the river but a but a few blocks from the main tourist area. Friendly staff who spoke good English. Very clean room with a big tv and ac. The only negative thing I can say is that the excess water from the ac made the toilet floor a bit wet.

Room Tip: We had an interior room with no window so we did not hear any traffic or noise.

We arrived via fast boat from Siem Reap and it was a 5 minute walk to this hotel from the boat depot. That was about the only good thing about this hotel! It is in an extremely busy & noisy location so if you have a room with a river view in the front then you won't want to really sit on the balcony because of the noise & soot. The river is across a very wide, very busy street so it is more like a highway view than a river view! Our friends who didn't have a reservation were given a tiny windowless room next to a room which was playing booming loud music during the day. The staff told us not to worry as the people playing the music had only booked the room for one hour!!!! To be fair & balanced, the rooms were clean & an effort was made with nice plants put on the balcony, however, the computer room off the lobby was cramped and felt more like a storage closet and the owner or staff's family completely took over the lobby area with their children, strollers, etc. The staff were not very accomodating. No breakfast is included and directions are given with a vague gesture in that direction.

Room Tip: If you have to stay here, get a room in the front with a balcony even though it is noisy, it is a be...

We definitely had the best room in the whole hotel and it was a total bargain. There were lots of stairs to climb, but it was absolutely worth it. One entire wall of our room was glass and had sliding doors out onto a balcony overlooking the river. It was an absolutely incredible view and we really enjoyed just sitting watching the boats and the fishermen move around on the water. It was also a very pleasant 5-10 minute stroll along the pedestrianised riverfront to most of the best bars and restaurants in the city. The room itself was small and a little noisy from the road outside, but the view definitely made up for it. The room had a fridge so we were able to buy yoghurt and fruit from a shop around the corner which saved on buying breakfast in a cafe - the hotel doesn't offer breakfast. It was also good to be able to buy wine and beer and stick them in the fridge to enjoy on our balcony! Quite a few of the rooms in this hotel have no windows at all so watch out for that when booking. There was unlimited free internet included in the room price but it was quite slow. However, the staff were really helpful, letting us print stuff out for free which was great.

We stayed at the place for two nights 24/,25/3/07. Can recommend room 400 & 401, top floor with balcony, spacious and excellent view (USD35/ room/night).
Breakfast (in price included): not great and not surpisingly as the kitchen looked like the devils cave. As other guests, we went elsewhere after the first experience.
Place is undergoing major renovation with possible other nice rooms in the future (I suggest the kitchen be part of it).
Hotel offered airport pick-up for free, which was fine. But barely seated in the car, the constant nagging from the driver to hire the car for the other days as well became unnerving. Hotel also offers travel services and the hassling of some of the staff (others are very friendly and helpful I must say) to use their travel & transport services continued - be polite and ignore it. We hired the taxi to Siem Reap elsewhere in the end, a better car and 1/3 cheaper.
My top blew off at check-out when I received the bill including an extra pillow dry-cleaning charge because we were found guilty of having dirtied it beyond the power of a normal washing. I was sympathetic with the staff to the point that I did agree that not all guest have proper manners and do misuse property if not their own. I do however not belong to this group. The finally deleted this extra charge (staff claimed that they have to pay such cleaning from their own pocket if guest does not pay it) as the yellow staining they claimed came from our use was actually allover the inner lining of the pillows (I undressed all pillows I found in the room and lined them up).
Conclusion: Go for the good rooms, check the pillows and if thinking about food check the kitchen as well.
Ah yes, there is a lift, internet is free and the drinks cold.
