Booked a superior room for 5 nights and was given a room on the 3rd floor. However, we requested to change to a room on the ground floor as there was no lift, and climbing 3 flight of stairs wasn't great fun. Last 3 nights were on the ground floor.

Pros:
Very nice salt-water swimming pool. We had a alot of fun in the swimming pool!
Staff were very friendly, except for 1 tall and slim male staff that put on a long face during our entire stay.
Shopping centre just 5-10mins walk away. Central Market slightly further up.
Tuk-tuk drivers easily arranged to go to S21 prison, killing fields etc for a fixed price.
Buffet breakfast was decent, choice of 1 main course per person with unlimited toast.
Silky bed sheet was awesome.

Cons:
Hotel was located in a dark alley, and walking back through a dark-litted street, we didn't felt safe and comfortable at all.
Bathroom was extremely terrible. Good shower, but the water will flood up the entire bathroom! The floor mat in the towel will get wet everytime we shower, making it disgusting. That got to change.

All in all, a wonderful hotel with basic amenities. However, Phnom Penh is such a boring place that I reckon spending 2-3 days there will be more than sufficient.

Room Tip: Request a room on the ground floor.

The Billabong is a nice place to stay. We stayed in a lovely big room on the first floor, plenty big enough for the three of us. The downside was the noise. We got noise from the floor above, reception and people passing our door. It wasn't a huge amount, but enough to be annoying at times. The phone ringing in reception did wake me up one night. The pool is great and staff are efficient. Breakfast is fine. Location is good.
If I was in Phnom Penh again, I think I may look for a hotel which is a bit better value for money, with a little more personality (maybe we were spoilt during our time in Vietnam where we stayed in divine hotels for quite a bit less)

Family of 4 June 2013, very very happy with our experience we are not aussies, but the gent from Orange a nice block we got offer 2 glasses of wine to help with the salt at the swimming pool just like a family, we stomp on the salt lumps dribbling at the offer jajaj,,,.the fried rice on the breakfast perfect, the owners are hand on, the pool excellent, transfer van quick and pro to the airport, so Sure we will be back some little renovations going on I think a new bar section , close to everything, tuk tuks at the door good aircon, good size room 4 of us really all good, nothing on the negative, the only thing no tea or coffee facilities on room , maybe there is a reason but small detail, if you are a family this is the place.

We stayed for 3 nights in Phnom Penn at the Billabong Hotel, selected because of its pool to relax by after a days sightseeing. The pool was lovely and spotlessly clean, with towels provided. The bar however was being renovated at the time and so wasn't available, but looked promising. The renovations also seemed to mean the internet was constantly being unplugged - very frustrating! But even when plugged in was not reliable. The room (we stayed in a deluxe with pool view). It was "ok" but required revamp. The bathrooms were typical wet room style, but quite old and tired with a dingy strip light on the wall and tired fittings. The bedroom itself could do with a repaint and some better lighting / modern furnishings. The hotel is situated on a road with no restaurants, about 1.5km from the riverside and backpacker area of street 172, but tuk-tuks are outside to take you for $2 each way. Overall it served its purpose, but felt like it was in the midst of being done up around us. It was also no where near to the mark of some of the other guest houses we have stayed in for far less. If we were back, we would consider staying somewhere more central to the touristy area for less money.

Pros: nice size room with pool view
Great pool
Great quiet location with Tuk tuks waiting outside so very easy to get most places for $2
Nice breakfast included although it finishes at 9am.
Just 2 blocks from the central market
Cons: air con in room never got cold enough
No mattress protectors so bed sheet constantly came loose.
Absolutely no information in the room about check out times etc or general information including safety.
Intermittent hot water/water pressure.
Got ripped off by one staff member on our first night buying drinks, charged us twice for a drink and lieterally 2 minutes later came back with less money and a fake apology.
The taxi booked through the hotel to the airport at the end of our stay was not an official taxi and cost $3 dollars more than the official taxis. There was a standard price of $9 to the airport which we should have been charged.
Overall a good stay for the money but some tweaking needed

Room Tip: Ask for a pool view
