Beggars can't be choosers and for those of us in Phnom Penh we have very little choice when it comes to seeing new releases (aside from the pirated DVDs). Its as good a theater as you're going to get in Cambodia. Ticket prices when I was there this week were 5USD for adults and 3USD for children. We went to see Cloudy with a Chance of Meatballs 2 in 3D. They didn't have children's sized 3D glasses - not that that was really a problem. The problem was when the film suddenly ground to a halt maybe 20-30 minutes in and the house lights came on. To their credit, after maybe 10 minutes they got the film up and running again. The seats are comfortable, the picture and sound quality were as good as anywhere I've ever been. The snack bar was adequate and we will definitely go back. I would suggest that you buy your ticket early, at least on a weekend. We arrived at the mall about an hour before the film and there was no queue to buy tickets (which we did). When we returned 55 minutes later to buy popcorn there was a large queue for both tickets and popcorn.
