We visited Hai San 346 after riding by and seeing the crowd inside. While the menus are in Vietnamese, looking at what other people were eating we were able to select a variety of dishes including barbeques shrimp, steamed clams and crab that we selected from one of the fresh tanks along one side of the restaurant. If you don't mind sitting outside under a covered roof, the food was great and the prices really cheap, about half of what we paid in District 1. The service was fast and friendly, even though a lot was lost in translation. If you're looking for a local spot where locals eat, and are in the mood for seafood BBQ, it's worth checking out. Definitely worth the 15 minute Grab taxi ride from D1.
