Stayed here for one night in May 2013. The hotel specified itself as "budget and boutique". Location is a bit off beaten track since it is almost 10 kilometers away from Pattaya. Very close to Ambassador City and Mimosa shopping village.
The hotel isn't on the beach (short walk to the beach). Parking space was limited, 25-30 lots available. Check-in was fast. No bell boys to carry your luggage, since it was a budget hotel. Only one elevator that can contain 10 people.
Booked 2 Superior Sea View rooms and got the rooms on 6th floor (it was a 8-floor hotel). The room was new and compact, a bit bigger than Ibis's if you want something to compare. Nice, comfy mattress and pillows. A mini fridge with 2 complementary bottles of water. Could have more lighting since it was a bit dark. Some dust on the floor. Bathroom was a bit small but clean.
Hotel's main theme was cemented wall. They didn't paint any inside, outside or ceiling. So, if you don't like this kind of decoration, this is not the place for you. There was a small swimming pool on the 2nd floor.
There was no restaurant, so, no breakfast or any room services. If you want to have lunch or dinner, you can walk to the restaurant called "The View". It was a short walk away.
