See also my report on Niamey and surroundings
Stayed at the Grand Hotel for 7 nights in Jan 05.
Do not expect 4* European or North American standard, but the hotel is OK, although a little basic. If you want a view of the River Niger (and I would recommend it), ask for rooms on the 2nd or 3rd floor (x07-x14 seem to have the best views). 1st floor rooms and bungalows do not appear to have river views at all. All rooms are (thankfully) A/Cd. The temperature was 35+ in the day and around 20 at night, but it was a very dry heat, and was therefore relatively comfortable.
The evening menu is always the same and is not very exciting, but the advantage comes from sitting on the terrace (untroubled by mosquitoes when I was there), and not having anything else to do. Compared to other restaurants in the vicinity it is expensive at around 10000CFA for a meal and a couple of beers. Do not bother with imported beer just go for Biere Niger!!
The best bargain at the Grand appears to be the early evening brochette offering at 250CFA each (about 0.30p UK). But the offer starts at 18:00 sharp and finishes just as sharply at 20:00!! This appears to be THE ONLY THING in Niger that starts or finishes on time.
The lunchtime buffet looks good, but there is a lot of salad which may be a risk to those not used to the water supply. Other than that there is the ubiquitous chicken, mutton, and some other meat dish which I did not dare ask about, but it tasted OK, again it appeared to be the same menu every day.

All in all a comfortable stay. The staff are all friendly and always raise a smile and a bonjour.

Room tip: Les chambres du dernier étage disposent (évidemment !) de la meilleure vue. (attention, pas d'ascenseur)
