Bistro Cacao, owned-operated by folks from Turkey, serve carefully prepared tasty provincial French dishes in a unassuming atmosphere. Menu choices are broad. Portions are ample. Prices were less than average for DC French food. Servers do not make you feel rushed. The patio is nice and the inside tables are big enough to not feel squeezed. Spending pre-meal time at the bar might be a bit of a challenge as it is really tiny. Location was good as it is close to the Library of Congress and Supreme Court and hotels are nearby.
