I had read that about 40% of the people of Latvia have Russian origins. This may account for the difficulty I had in getting any sort of warmth from the people who serve you around the city, even if you do try to use some Latvian words. However the warmth of this hotel was more than just in the central heating.
It is a modern hotel with lots of facilities including free wi-fi throughout the building. The rooms are fairly standard for a modern business hotel but the best thing was the underfloor heating in the bathroom which was magnificent. The two single beds in my room were rather narrow but otherwise everything was immaculately clean and the shower gave a splendid high pressure wash.
For tourists the location of this hotel may not be the best as it is a 10-15 minute walk to the attractive old part of the city, but taxis are not expensive and are plentiful.
One tip at breakfast - there is a chef who will cook you whatever form of egg you might wish. This is not obvious at first but as the scrambled egg is turned out in industrial quantities and then left alongside all the other dishes in the hot plate the eggy chef is an excellent alternative.
