We visited Hotel Max in July 2006. The room was rather small but clean. The bathroom was also clean (which is not common everywhere in the mediterrenean area). Breakfast was nice with coffee, juice (somewhat sweet), some pastry, bread, cheese, salami, marmelade at your disposal.
The main problem were the nights. With July 2006 being very hot the room (also because of its rather small size) heated up a lot and did not cool down at nights which made sleeping difficult. In addition to that be aware of the church bell which tolls evera quarter of an hour but the complete hours (means at 0.15 : 12 rings for the hours plus one for the quarter) which can be quite annoying.
The location is quite good though and you're within walking distance from the city centre, the adriatic sea and the restaurants in Piran.
Be aware that parking is very difficult in Piran ( There's a garage at 7.50 € a day within 500m up the hill...)
